What Is Operator?

Operator is under the EU AI Act, an umbrella term covering a provider, product manufacturer, deployer, authorised representative, importer, or distributor.

The Act uses "operator" as shorthand when an obligation applies to several roles at once. Identifying which operator role (or roles) your organisation occupies for a given AI system is the foundational step in scoping EU AI Act obligations, because the duties differ sharply between, say, a provider and a deployer.
