What Is GPAI Code of Practice?

GPAI Code of Practice is a voluntary compliance tool published by the EU AI Office in July 2025 to help providers of general-purpose AI models meet their obligations under the EU AI Act.

Definition

GPAI Code of Practicea voluntary compliance tool published by the EU AI Office in July 2025 to help providers of general-purpose AI models meet their obligations under the EU AI Act.

The General-Purpose AI Code of Practice was published by the European AI Office on 10 July 2025 under Article 56 of the EU AI Act. It is voluntary, but it is the main practical route for foundation-model providers to show they meet the Act's GPAI obligations (Articles 53 and 55), which have applied since 2 August 2025. The Code has three chapters — Transparency, Copyright, and Safety and Security — with the Safety and Security chapter aimed at models posing systemic risk (training compute above 10^25 FLOPs). Signing it signals good-faith compliance; the AI Office can enforce the underlying GPAI obligations from 2 August 2026, with fines up to €15 million or 3% of global turnover.
