What Is EU AI Act Annex III?

Annex III contains the eight high-risk AI domains: biometric identification and categorisation; critical infrastructure management; education and vocational training; employment and worker management; access to essential private services and public services and benefits; law enforcement; migration, asylum, and border control; administration of justice and democratic processes. AI systems in these domains used in ways that meaningfully affect individuals are high-risk by classification โ€” regardless of the operator's intent. Annex III can be updated by the Commission via delegated act.
