What Is Council of Europe AI Convention?

The Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law was adopted by the Council of Europe in May 2024 and opened for signature in September 2024. Unlike the EU AI Act, which is product-safety legislation for the EU single market, the Convention is an international treaty open to states worldwide, including non-European signatories such as the United States. It sets principles — human dignity, transparency, accountability, non-discrimination — that parties commit to implement through their own legal systems, rather than prescribing detailed technical requirements.
